Was there even a bike rack outside to lock your bike to? It seems to me the lock issue doesn't work without a rack. I take my bike inside on the rare occasions I have to stop somewhere. I have never had any trouble. I was a small business owner in the past and don't remember any insurance liaibility for bikes in my lobby.
