I wound up filing the derailleur hanger. As for the questions, it's a triple FD with a triple crankset. The FD is a 9-speed era veloce so I doubt it was designed for anything other than a 52/53t ring. Also, this stuff came off a wrecked Bianchi Eros that did not have this problem.
