in myh experiece the ralieghs are well built bike. 630 seems like a pretty average sale price for what you are getting. LX stuff has always treated me well, but I hear those breaks are heavy and clunky, same with the fork. Its not a bad bike, but not a performance moster. I think with some shopping aroiund and hagling, you would be able to find a nicer bike,
Or get the kayak. Im Amazed at the number of used kayaks I see for cheap around hear. 2k boats a year or two old for 600. Bikes are great, but if he'd rather paddle than pedal, go with the kayak
