Pictures would be help, does it look to be repainted? Usually the carbon tubes are natural on them, you just said blue, "and the seatstays anre chainstays are also blue", so kinda confusing. The gold fork is probably a replacement, I think the aluminum frame bits were blue from '95 to '97
