Yes. I have even thinned enamel paint with laquer thinner before (dries alot faster than mineral spirits)...

Thinning the paint just right is the key to a great brushjob, whether you are painting a bike or house trim or just about anything... as far as polishing after you sand goes, i would stick with the by hand method...its alot easier to screw up when power tools get involved
