A couple of times I've ridden because I thought the weather was too dangerous to drive. Once a few weeks ago we had ice on the roads, cars couldn't make it up the hill near home (including mine) so I had no choice but to get on the bike, which has studded tires and had no trouble.
Particularly the case in freezing rain... you can have a bicycle with studded tires, but it apparently illegal for cars... too much road damage. However, there are many times when it really isn't fit for car or bike... and if possible a day off watching a nice movie or reading a book is the thing to do.
