Absolutely. It's a chicken and egg thing to some extent..nobody rides because there're no lanes and there are no lanes because nobody rides. However, even where the bicycle infrastructure is much better, it is still underutilized, IMO. Is the expense justified? Dunno. I don't know how much it costs to add 4' of width to a road and to maintain the signs and painted lines and pictographs on the road. And yes, riding on the roads around here is hazardous. It's only foolish if you continue to do it after you have determined that for you, the benefits are not worth the risk.
