Perkins Drive is the summit road to Bear Mtn. It won't stop you from doing this loop, I just meant you may not be able to go to the top, if that's what you're aiming for.
I live in the 'burbs so I haven't done either the out-n-back nor the loop. However I think you'll find route 9 much busier than 9W, as it heads through quite a few small mainstreet river towns.
I recommend following the Roberts cue sheet after crossing the bridge. You
could turn right up rt6/202, however it's a bit of a twisty climb with fast traffic and no usable shoulder to speak of. I'd consider it with a group, but I wouldn't feel safe doing it solo.
