I especially hadn't considered all of the regional differences. Round these parts, you might need rain gear year round, so fenders and a bag of some kind is prudent. Well, at least to me. I might be tempted to take off the fenders and bag on a shorter ride if the weather report is 0% rain for the day of the ride... and maybe the day after - sometimes weather fronts have a nasty habit of suddenly moving much faster than anticipated.
