Square Taper crank that looks like cottered?

High guys,
Was speaking to an LBS today, Roger the co-owner of the Halifax Cycle Gallery. Really nice guy and a really nice shop that deals predominately in vintage styled and city oriented bikes, but still offers a variety of modern style bikes from Norco. He sells Pashley, Electra, and a few others.

He has a bit of an issue however. The Cranks on the pashley have non-removable chain rings and he feels they are geared a little too high for the hilly terrain of Halifax even with the max tooth cog installed on the IGH on the back. He'd like to have something with a high 30's tooth count on the front. The cranks on these things are square taper with a cartridge BB yet the arms are styled after cottered cranks. Check it out here http://www.pashley.co.uk/products/roadster-classic.html. He isn't keen on giving up the vintage look for lower gearing, and hasn't been able to find anything.

I said I'd keep an eye out.

Do any of you guys know where a crank like this is available? He said he'd even consider doing it at retail.
