Best mudflap material is that ribbed rubber commercial stair tread material. Available at big box hardware places. Run the ribs up and down. Cheap, easy to work, holds its shape, doesn't fly up, doesn't catch more wind than it needs to, cut to a size and shape that suits. In the PNW I run full fenders and mudflaps until late May or June, then take them off and use SKS with mudflaps as needed until Fall.
It's pretty dry in Victoria BC all summer, but I never bother taking off my fenders as it's a PITA and I'm not sure what the benefit is? I'm not being critical - just curious why you go to the trouble of de-fendering your rig for a 2-3 months of riding? Do you do that with multiple bikes?
