No. The listings on the sidewall are a different topic. In general that equation was derived from Sheldon Brown's posted data - I just extrapolated it and did a regression on it. It's not the holy grail but it's worked very well for just about every ride I have worked with.

In general though if you find that you are having to ride around the limits of the tire then it is due to your weight. You should be riding a larger volume tire if you are too heavy. That said there have been a lot of great articles lately expounding on the virtues of larger volume tires. That combined with some of today's wider rim profiles - you're just going to have to experiment with what works well for you.
In general the takeaway for most should be that most riders are riding at too high of a pressure.
So do your formulas include the minimization of rolling resistance? I sure would like to see what data you used and how you extrapolated it to come up with your equation.
