Before 1985 Shimano sold a freewheel with a very small opening. No Name Spline-3 in randyjawa's picture will fit that. Does it look like that?
I don't recall for sure, but I think the FW30 is the same as the Park FR-1 more or less.

According to this thread the tool is a TL-FW20.
