I never test and have never had a problem using the vulcanized patches. Sand the tube a little apply contact cement, wait to dry and then apply the patch. If I'm not sure if a tube has been patched I'll just pump it up and any leaks are evident pretty quickly. I've never observed a slow leak from a patch.
