In my experience, cycling with a hood over a helmet is typically no problem as the back of most helmet designs will keep the front edges of the hood mostly out of your field of view. When I roll out with a hood and no helmet I get a baseball cap on. The bill keeps the hood from encroaching on your field of view.
I reckon if you've a really big hood and it's closing in on you while helmeted a MTB helmet with visor might help.
My Helly Hansen jacket has a drawcord in the back of the neck that can nicely draw the hood out of your peripherals also.
