Ideally, you want the weight down closer to the center of gravity of the bicycle. Touring bikes have low mounted panniers front and rear to get the center of the weight lower and nearer the bicycle's axles. It makes a big difference in handling.
I have Nice racks for the front and rear that I also use when carrying a bit more gear. My total pack weight was about 10 lbs, not counting my tools that I always carry in my saddle bag. The handlebar bag was camera, cell phone , keys and food. I had no handling issues, all that I had on the front rack was my tent and therma rest...right around 4 lbs. This will work well as a minimalist setup, no stove one change of clothes tent, bag and machete. I never leave without my machete.
