what is up with the size of this cinelli stem and handle bars?

I got a cinelli handlebar and stem with a centurion frame i bought recently. it's the older threaded kind with the conical nut that goes up into the stem and makes it expand, not the kind with the wedge shaped nut

I've noticed two things, both concerning the tube diameters.

1st: the stem diameter seems like it is slightly oversize and doesn't fit in a standard 1" stem. well, not easily at least. I spent over an hour removing this stem because it was jammed in so tightly.. i suspect a hammer was involved in the original installation.

2nd: the diameter of the handlebars are also slightly oversized too.. that's actually why i decided to remove the handlebars: because i couldn't fit my shimano brakes on them.

I looked on sheldon's site and it said the clamp area is bigger on italian and some cinelli bars.. but why is everything seem like it's the "wrong" size? do they have different rulers in italy?
