Not according to official documents on road design from the state of Delaware, which mandate adherence to standards for planning for bike traffic and context sensitive intersection design, as seen in the MUTCD and AASHTO's guide to the development of bicycle facilities.

And get a load of figure 10-6. Door Zone Bike Lanes? Nice. I'm a Delaware native, and grew to love cycling on the open flat roads of Delaware, but I don't see much that is promising in their document.
