Same theory applies to putting a 12.50 inch width tire on a 8 inch wide wheel vs a 10 inch wide wheel.
True to some extent but putting a 12" tire on a 10" vs putting a 12" tires on a 14" rim, the 10" wheel will have a greater contact patch.
