I think you will struggle to find what you want, there are very few 1" CF forks arround, and even less with mudguard eyelets, it's bad enough finding them in 1 1/8th"

The Devolution won't work, this is for fitting a 1" fork in a 1 1/8" frame, your can make a big hole smaller, but not a small hole bigger in this case.

I don't think that this is a common issue any more, most people who wanted CF forks will have swapped when CF started to come out 8-10 years ago, will have replaced their bike with a full CF one, or stayed with steel.
