I'd say grab a junk pedal from anywhere, and make a crank arm yourself with a bit of metal. Keeping to a strict ghetto mindset, you'd probably just need an angle grinder, a Dremel and a drill, plus various bits like bolts and such. At least, that's what I'd do... that bike doesn't look like it deserves any money spent on.
