So I have it right that there's a housing-sized hole all the way through this cable 'stop', so it's only a guide? Weird.

I'm afraid that won't work - no matter how well you bond a stop to the plastic. The problem is that it's the strands you need to hold, because these can move through the plastic. Your indexing adjustments won't last five minutes...
