first i recommend using a copper brush... if it's just minor, that might get rid of it

if there is no chrome on your bike, you can use naval jelly or any phosphoric acid-based rust "converter"

oxalic acid ("wood bleach") is very popular in the C&V forum because it does not harm chrome. never used it myself.. phosphoric acid works for me
