I've used Drano to remove annodizing on several Cinelli stems. It worked well. I could then polish them up to a brilliant shine. Not sure how long I let them soak? IIRC, it wasn't all that long. For shining them up, I used Mothers Billet Polishing Cmpd. Good Stuff! Rims, would be a bit more daunting...
