Must've been a miniature Dingo with a topknot. But seriously, potentially vicious dogs and guns are both legal but require responsibity on the part of their handlers. The problem is that people refuse to take responsibility for them. In a society, for better or worse, instiutions take over when individual refuse their responsibilities.
