The problem here lies with owners not the dogs themselves. Pit Bulls are inhearently more agressive than say a Golden Lab. What I believe should be done is to issue special license's to owners of Pit Bulls and other agressive breads. These owners would have to take a class and hold special insurance for the dog. Many homeowners policy's won't cover you if have an agressive breed of dog so to some degree the market place is dictating it allready.

Like a 150mph motorcycle it would seem prudent to have the owners learn how to operate it properly (I'm a proponent of the type of m/c licensing they have in Europe). Riding a GSXR1100 isn't the same as riding a 250cc bike nor is owning a Pit Bull the same as owning a Basset Hound. Education, resposibility, and accountablility are what is needed.
