Yeah, I am going to assume that the EMG vehicle is going to turn suddenly and without warning. So no matter what, it's off the road and foot down. The last thing the EMG driver needs to be worrying about is what the bicycle rider up ahead is going to do. Pull over and stop with foot down is fairly unambiguous. Plus getting off the road gives them room to maneuver if need be.
