Use the handlebar! With practice, you will be able to keep them steady, but take it one step at a time.
When I trackstand I feel as though I have roughly equal weight on both pedals, but I guess you need to keep at least half of your weight in the forward pedal, to prevent the back pedaling you describe. Use your brakes to keep from rolling forward and your pedals to keep from rolling backwards. It's OK to rotate cranks 180º backwards if you have to but as with flopping your bars, the need to do this will go away with practice.
