Over tighten and then back off. I use an alligator clip on the spokes as a visual aid. The spokes will twist to a point, and then as you turn the nipple you are actually tightening the spoke, then back of until the twist is out to the spoke.

I hope I explained that correctly. Conversely, people use pliers to hold the spoke while tensioning.
