get a mask and a cape. you can be "Bike Law Man". Jesus, if I tried to correct every cyclist I see who was doing something wrong or breaking a law, that's all I'd be doing all day. so yeah, I think the "best way to educated/inform cyclist who BREAK the law" is to not do it, and pay more attention to what YOU are doing.
