That does mean that the wheel is untrue. When I put my front wheel on the bike I normally have it all the way against the fork end and tighten up and don't need to mess around with alignment.

Are your brakes centered? or have you tried turning around the front wheel so the quick releas lever is on the other side?

look at the rim and brake pad when you are spinning the wheel does the rim move side to side alot?
