AFAIK ebay doesn't do anything about it. I've had people win auctions then flat out refuse to pay 'because they got a better deal elsewhere', and I was unable to leave them bad feedback or do anything.
the new system where sellers can't leave feedback does suck.. but before that, it got to the point that sellers wouldn't leave you feedback at all until you left them feedback, seemingly so that they could retaliate if you gave them bad feedback.
