Kronos question

New toy-a 90's Giant Kronos. I'm wondering what the threaded holes are for in the fork. Also on the steerer tube it says 27x22.2-I'm pretty sure a 27" wheel won't fit the fork/frame is 50cm. Begs the question of what does the 27 refer to? Anyone have one of these that can shed some light? Components say 95, but the frame is tig-weld on bikepedia as 96. Thanks for any info in advance
