Why wouldn't a 27" wheel fit? Did you try one?

The holes in the fork are for a low-rider style front rack: http://www.biketiresdirect.com/produ...der-front-rack

27 x 22.2 on the fork probably means that the inside diameter of the steerer tube is 22.2mm (which is pretty standard) and the fork crown race seat is 27.0mm (which is the JIS standard).

Why'd they call it "Kronos" when it's obviously a touring bike?
