Nerves before/during a race?

I'm still very new to racing, and every time race day comes, from the second I wake up in the morning, I have a very high resting heart rate (130+, around 52 on a normal day). When I'm at the race, and we are pulling up to the line, it spikes up to 155-165, this is without doing anything yet. And during a race, my heart rate is at a constant 180+, even during the times when I feel like we are going on an easy stroll. 140-150 is my zone 2 pace and 180+ is like a hot burning high pace, which I was at for 35 of 36 minutes during my crit yesterday. But a ton of that feels like it's all nerves. It seems like when we are going at a moderate pace, and an attack starts, it's really hard to take it up a higher level and chase because my heart rate is already at a high level, even though my legs don't feel it at all. Does this affect your body/minds performance? What can I do to chill out a little?
