To me lever is still part of the hand position. For instance, it allows me to rest just my thumb on the hood and have the rest of my fingers around the lever. Without the lever you limit how you can use the hood, but if it works for you then go for it.
I apologize if my sawing off the distal 2/3 of my unused brake lever bothers you so much. Believe me, I have been doing this for many years and have tried many solutions to the problem of having only one brake and this works the best. It get full use of the hood, but without a useless lever flopping around, and I didn't need to buy stoker hoods to achieve it. Like it or not, its a good solution to the OPs stated problem.
