"Resting Heart Rate", or is it "Minimum Heart Rate"?

For the sake of determining my heart rate zones, should my "resting heart rate" be the lowest heart rate that I've recorded, or should it be my typical heart rate when I'm sitting/relaxing, i.e. an "average" low?

When I wake up it averages from 50-56, but will go down to 46-48 briefly.

If I should go with 46, why don't they call it a "minimum heart rate"?
