Garmin/Cervelo did that on the R series frames they used at Roubaix. It was in effort to hold the seatpost more firmly obviously by increasing the clamping area. I am sure it also probably added 20 or 30g of weight.
That is a nice looking frame, and that price is pretty good. Never seen one of those before. I like it.
Something like this. I am not fussed the grams. This is not a weight weenie frame, probably be 16 or a bit more built.
