It is an emergency notification system that will start in NY and then be rolled out to the rest of the country. Given the severity of flooding and other natural disasters in recent memory it will certainly be used for more than defense purposes. Time will tell but it quite likely to be a tool picked up by someone if the federal government does not utilize it for that purpose.
