The ball0on like helmet is a new concept (prototype, I don't think it has reached production yet) for additional head protection designed as part of a safety clothing system for motorcycle/scooter riding. A lot of companies catering to motorcycling safety clothing like Dainese and Spidi (Mostly Italian MC safety clothing companies) have been coming up with these automatic CO2 deployed systems to complement their jackets and racing suits. A lanyard or in some instances an electronic G force sensor detects a crash situation and deploys these "air bags" to help further protect the rider from blunt force trauma one would experience in a crash. MotoGP riders are now using some of these systems that mostly protect teh upper torso, neck and head and the reviews so far have been encouraging.
