OBRA is a damn fine organization. Don't know what OBRA's initial beef with the national organization was (before my time) but I sure like the way things turned out.
You might want to verify this. A guy on our team was a CAT 3 in OR under OBRA, and came down to CA where USAC put him back in the 4s...it's possible the guy lied about being a CAT 3, but I doubt it. Of course, maybe other states will honor your OBRA CAT.
