I'm of the belief he realized how wrong he was about halfway through. He kept asking "Do you understand me?" and I kept not answering the question. I refused to go until he left-- given his driving, at this point I figured the best point was well behind him. Seriously.

I'm not happy with the situation by any means, but need to consider his future reactions to cyclists as well. If I handle this calmly, perhaps he will learn. If I don't, no chance. The idea here is to change his behaviour, and not give him rationalizations for continuing it.

We'll see. If there are any more incidents, I'll handle things differently-- starting with the watch commander.

I'm becoming more convinced for the neccesity of a calm and proper letter to the mayor, as well.

Not likely, and again, especially after the LEO stated to you that you must yield to cars in all situations.
