One of the other BF's had suggested using hose clamp as a guide. Also I don't normally cut a steer tube until after the bike is completely built and I have ridden it a while, so I know where I like the fit. I don't like the idea of cutting off too much steerer, I also like to keep an extra inch of steerer anticipating that I will raise the bars sometime.
