Quill Stem + Shim Question

Two questions:

1. I have a 26.0 Stem and a 25.4 bar. I've tried using a cut up strip of a soda can as a shim but the bar is still slipping when I put my weight on it, no matter how much I tighten the stem. If I invest in an actual shim product like this will it actually work much better? Or am I better off just getting a whole new stem?

2. Can anybody recommend a simple, classic-looking 25.4 quill stem that has a clean front look like the Nitto Dynamic?

I don't like how you can see the screw head from the front of the Nitto Technomic.
.
Finding something cheaper than a Nitto would also be nice.
