Success!!! I picked up the fork and cane creek's current S1 headset equivalent, the "ten" series, pulled the old fork, popped the cups out with a length of galvanized electrical conduit (it was .5" conduit....). It was like a five foot length, but it still worked. I filed down the two slight marks I left in the HT.
Tapped the new cups in with a regular hammer and a little piece of 2x4. Two install issues: the first was that the plastic bottom crown race did not fit over the little lip at the bottom of the steerer tube. I thought I could tap it down onto it, but wound up cracking it. It wound up working anyway. We'll see how it lasts. CC seems to sell these crown races in metal versions, maybe I should grab one. I did install the bottom with a little length of inner tube to roll down over to keep road grime and wet out, so that might help with any issues the crack might cause.
The other problem was the fact that I installed the bottom bearing cartridge upside down-- I assumed that the aheadset letters should be upright, but that was not the case. The bottom was loose, and I was grouchy for a while after having put in all that work. I walked away for a few minutes, moped about it to my wife, and went back out to put the old fork back in so I could get to work on Tuesday. Gave it a once over, looked at the instructions again, and figured out my error.
The bike's front end is remarkably lighter. I will re-install the topeak mule front rack and fender, but I think I'll still feel the weight difference. I'll post a photo to this thread later. Thanks to all for the guidance. BF rocks.
