I know this is a really old thread but just wanted to update it for lookup/historical reasons. I just figured out that is was most likely a CCM (Canadian Company) with a made in France frame.

Paul, thats a Peugeot format but I still dont think its a Peugeot. Wrong cranks, wrong rear derailleur. Peugeot only offered 1 lugged bike with a nutted rear axle, the UO9 of which yours isnt.
Probably a 1981 Motobecane.
