The bigger issue - is that too many adults still think that bicycles are "toys" and should be operated as if you are a pedestrian.
A worthy discussion - is to somehow create a public understanding among all groups associated with cycling that some bicycles are intended to be used as toys in recreational settings while most bicycles are to operated as vehicles with the right and responsibilities of a vehicle.
I've never seen a discussion among merchants, governments and cycling groups as to how, when and where to promote these distinctions.
