Any local bike shop, or the bike departments at REI and HTO can do this. Unless there is something seriously wrong (rotted tires, worn out brake pads), it will not be very much. I'm not familiar with the shops around Springfield, but how close to you is Burke? Or Alexandria? The Bike Lane (Burke) and Spokes Etc's Alexandria stores are excellent shops (I've used other branches of both stores). BTW, these are all things you can easily learn to do yourself. Many shops offer basic bike maintenance classes. Good luck.
