I cannot comment fully as there are only detail shots but I would look at the entire circumference of the fender and where it "should" be. The nylon clamp I think was a good idea, but review all the permutations of where it could go. Not being able to see how it is restricted or not at the seat stay bridge, that may be moot. Way back a number of frames needed fender modification adjacent to the front mechanism to provide operable clearance. Alloy can be finessed into shape, plastic not so much, wood... break out the Bosch saber saw, the only one up to the job. It's a scroll saw in you hand.
