Those Deda Lowriders are actually meant to be angled down just a bit due to the way the tops and bends are flattened at an angle (you can kinds see it in the pic). If you rode with them, you'd definitely see why. When they're level, it puts your wrists in a weird, unnatural position when riding on the tops.
Also, I tried running them level for a bit and climbing when out of the saddle is much better with them tipped forward.
